IMPROVING THE METHODOLOGICAL FOUNDATIONS FOR ASSESSING THE EFFICIENCY OF UTILISING THE INNOVATION POTENTIAL OF REGIONS

The article examined methodological approaches to assessing the efficiency of regional innovation potential utilisation. It employed a systemic approach, comparative analysis, index methods and time series analysis. Innovation potential was considered through resources, institutional conditions and absorptive capacity. An innovation transformation coefficient was proposed to compare resources and outcomes. Analysis of Uzbekistan's Global Innovation Index rankings for 2020-2025 indicated overall improvement relative to the initial year. Startup development and commercialisation opportunities were discussed. Regional application was illustrated through Namangan. Recommendations addressed university and industry collaboration, technology transfer and statistical observation. The study highlighted the importance of accounting for delayed innovation outcomes and establishing regular monitoring.
