The Real Liberation Technology

Abstract: Larry Diamond’s “liberation technology”—the internet and social media—has not freed closed regimes: Autocrats own the off switch and weaponize it. The real liberation technology is the democratization of finance. Unlike social media, digital payments are incentive-compatible: They enlarge the economy autocrats live off, so rulers promote them even while blocking the internet. Yet they erode authoritarian rents and create a new digital bourgeoisie whose demand for the rule of law—when it is a challenger, not an incumbent—drives political change. Grounded in evidence from Findex, mobile money, and tax revolts, the argument reframes how outsiders can support democratic evolution.
