Abstract The long-term progress and resilience of systems rely fundamentally on the diversity, context-specificity, and ethical orientation of foundational concepts generated across varied domains and regions. Grounded in the core drivers of human-centric necessity, ecological consciousness, and universal curiosity, this paper proposes a comprehensive theoretical framework titled the "Emergence of Ideas Across Diverse Domains." To operationalize non-derivative technological progression, the framework delineates three core operational dimensions: De Novo Conceptual Genesis, Domain-Native Re-Engineering, and Abstract Theoretical Genesis. To formalize how unprecedented concepts transition into reality, this paper introduces the Axiom of the Unidentified Gateway to an Unexplored Domain ($\text{UGAD}$) alongside the Latent $x$-Variable Principle, demonstrating how unformulated conceptual parameters—Utility ($U$), Systemic Response ($R$), Operational Mechanics ($O$), Structural Form ($F$), and Evolutionary Trajectory ($E$)—collapse from indeterminate latent variables ($x$) into empirical realities through the methodology of Idengineering. Furthermore, the paper formalizes the Decentralization of Ideas, illustrating how a singular foundational paradigm ($KL$) can inspire multiple context-native alternative technologies ($A, B, C, D, \dots$) engineered across diverse environments, and introduces the Ideological Emergence Index ($\text{IEI}$) as a quantitative metric. Ultimately, this framework offers a structured pathway to systematically expand the global knowledge frontier in an inclusive, ecologically aligned, and evolutionary manner.
