The Perihelion Precession of Mercury via a Heuristic Velocity-Dependent Potential

A heuristic toy model is proposed. Velocity dependence is directly incorporated into an effective mass ($M_{eff}$) which mathematically mimics the weak-field limit of General Relativity without having to solve the full Einstein field equations. The perihelion precession of Mercury is calculated as a demonstration.
