Sword and Shield: Rethinking How Military Power Is Ranked

Sword and Shield: Rethinking How Military Power Is Ranked is an independent analytical research paper that challenges how national military strength is commonly measured. Composite indexes such as Global Firepower add equipment counts into a single score, yet wars are often won by the side that ranks lower on paper. This paper argues that military power is better measured as two separate capacities: the Sword (attack - the ability to project force and impose outcomes abroad) and the Shield (defence - the ability to deny, absorb and survive). The Sword-and-Shield Model scores 26 countries across 13 categories, reads the same scores through separate attack and defence weight sets, and tests the results with five sensitivity analyses, 650 head-to-head comparisons, coalition and two-front scenarios, and a twelve-conflict historical hold-out test against a naive baseline. The attack and defence rankings diverge substantially from each other and from Global Firepower. The model is offered as a transparent, comparative estimate of military power and conflict potential, not as a predictor of how wars unfold. Every input, weight, formula and source is published in the accompanying scoring workbook, so any reader can reproduce the rankings exactly or challenge the reasoning behind any single score. This version is frozen and complete. It is an independent, non-peer-reviewed analytical paper. It was prepared with AI assistance; the research question, the Sword-and-Shield concept, and all final decisions on method, scores and conclusions are the author's, who takes full responsibility for the content. The paper draws entirely on open-source data. Files in this record: the full research paper (PDF) and the companion scoring workbook (Excel), which contains all 338 category scores with evidence and sources, the live 650-cell head-to-head matrix, and the sensitivity and hold-out calculations. Keywords: military power, defence studies, military rankings, Global Firepower, net assessment, strategic studies, quantitative analysis, offence-defence, geopolitics.
