AgNN: A Minimal Market Constitution for Open Cross-Provider Agent-to-Agent Collaboration
Interoperability standards increasingly allow agents to advertise capabilities, communicate, and delegate tasks, yet communication alone does not create an open cross-provider market. We propose the Agent Neural Network (AgNN), a minimal institutional layer within the wider social market. Its design philosophy—existence is its own justification—means that participants crossing applicable trust, compliance, and accountability boundaries should have a chance to enter discovery and competition; existence alone does not confer trust, connection, or survival. AgNN expresses this philosophy through four constitutional laws: (1) nodes obtain relational trusted access and trusted participating nodes contain limited node-level contamination; (2) constrained agent-to-agent (A2A) delegation and composition preserve task continuity until an accepted result or legitimate stop; (3) qualified nodes, agent services, and other capabilities can enter market discovery, while real-use information affects later reputation, choice, and coordination experience; and (4) competition, evaluation, and exit remain sustainable separately at node and agent-service layers. A neural-mesh structure explains recursive task composition, while slime-mold-like exploration explains trying alternatives, retaining useful paths, and revising them as conditions change. Operational markets require protocols, data structures, reputation, routing, settlement, and governance, but AgNN does not freeze any current implementation into constitutional law. A reproducible 30-seed computational probe shows that selected concepts can be operationalized and provides an auditable artifact; positive, mixed, and null results bound the chosen implementation rather than validate or falsify the constitution. AgNN offers one proposal for moving A2A from technical interoperability toward application, market, and social infrastructure.
