Revisiting a Public Administration Framework Developed in 1989 More Than Three Decades Later

The data for this study were collected from public officials in 1989, and the study was presented in 1997. In 2026, I have taken out these old data and this framework once again. The reason for revisiting them now is simple. I wanted to examine how well the questions framed in the context of Korean society in 1989 captured the realities of the time, how the same issues have beenaddressed in public administration over the subsequent three decades and more, and how dated the framework now appears and what remains of it.This was also why I returned in 1997 to the 1989 data, which were already nearly ten years old. The language and emphases of public administration had changed considerably in the meantime, but the issues of the roles of government and the private sector, the competence of public officials, and accountability remained. I wanted to see how the questions framed in 1989 could be read anew amid those changes.The original construct was simple. Four types were formed by crossing public officials' relative assessments of their own competence in comparison with the private sector with whether they located their primary accountability with their organization and superiors or with the public. The next step was to examine how these four types were related to views about whether government or the private sector should play the more leading role. This was the structure of the typology and the analysis of market orientation in the original paper. (Choi, 1997) Two language versions are available: one in English and the other in Korean.
