Civilizational Capability Architecture: A Framework for Comparing Capability Allocations under Technological Change

This preprint proposes Civilizational Capability Architecture (CCA) as a framework for comparing allocations of operational capability in bounded cases of technological change. It records who holds, owns, operates, controls, accesses, benefits from, and governs a capability, then separates protected requirements from inherited implementations. A conditional procedure maps the baseline, documents changed capabilities and candidate arrangements, screens rights and feasibility, and compares service, access, safety, distribution, human participation, resilience, environmental burden, and legitimacy. “Humanity in the architecture” names the proposal that meaningful human agency and authority deserve explicit evaluation even where machine performance is technically sufficient. The framework integrates author-originated CCA concepts with neighboring work on task change, human freedoms, governance, organizational adoption, and AI risk. A public-service intake example is schematic. Three propositions identify tests of admissible alternatives, changed rankings when participation and distribution are included, and decision traceability against usual practice. The paper reports no original dataset, measured intervention, validated optimum, cross-civilizational result, universal allocation law, or established benefit from CCA. The accompanying Supporting Constitutional and Scientific Record preserves claim status, conditional notation, open objections, limitations, and provenance.
