Budget Utilization, Workforce Competence and Satisfaction

This study examined budget utilization, workforce competence, and workforce satisfaction among Overseas Workers Welfare Administration (OWWA) offices in Region VI, Philippines, during Fiscal Year 2025. A total of 68 respondents were included through total enumeration sampling, covering Rank‑and‑File, Supervisory, and Managerial staff from offices in Iloilo City, Roxas City Capiz, and San Jose, Antique. Official records of data were obtained from the Human Resource Office. Descriptive statistics such as mean, percentage, and frequency were used to organize and present the data, while inferential tests including the Mann‑Whitney U Test, Kruskal‑Wallis H Test, and Spearman’s rho were applied. Data analysis was conducted using SPSS at a 0.05 significance level. Respondents were predominantly young, female, bachelor’s degree holders, rank‑and‑file employees, and based in Iloilo. Findings revealed that budget utilization was upheld “to a very great extent”, with highest ratings in financial audits, accountability, and alignment with organizational goals. Workforce competence was “very high”, particularly in integrity, communication, and teamwork, while workforce satisfaction was also “very high”, with workplace safety, supportive culture, and skill encouragement rated highest. Across demographic and organizational classifications, no significant differences were found in budget utilization, competence, or satisfaction, underscoring uniform practices across OWWA offices. Educational attainment, however, showed a significant difference in competence, with master’s degree holders demonstrating stronger capabilities. There were significant relationships among budget utilization, workforce competence, and satisfaction in OWWA Region VI offices affirming that integrated financial, professional, and organizational practices reinforced employee performance and satisfaction, sustaining OWWA’s mission of welfare service excellence.
