Advancing Precision Measurement and Quality Assurance in Saudi Manufacturing Industries Under Vision 2030
The industrial sector in Saudi Arabia will require quality systems that are capable of supporting local production, advanced manufacturing, export credibility, and factories that are becoming increasingly data-intensive. This report looks at the development of precision measurement and quality assurance, tracing its evolution from end-of-line inspection to a connected capability that integrates traceable metrology, process sensing, analytics, predictive quality, and closed-loop improvement. The review, which is based on thirty peer-reviewed studies focusing on metrology digitalization, Quality 4.0, virtual metrology, machine vision, digital twins, and Saudi manufacturing readiness, shows that most of the studies were published between 2020 and 2025. The syntheses indicate that measurement continues to form the foundation for digital quality, since analytics can only be put into practice when the data from sensors have been calibrated, uncertainty is recognised, and the results can be traced back to established standards. It also demonstrates that Quality 4.0 is not a technological substitute for traditional quality management but one that combines leadership, competence, process discipline, interoperable data, and advanced analytical methods. The main opportunity for Saudi manufacturers is to establish an integrated assurance structure in which the national quality infrastructure provides metrology support at the factory level, factory data is used to develop predictive models, and verified quality information is sent via digital threads to suppliers and customers. The main limitations include fragmented data architectures, differing levels of metrology maturity, a shortage of professionals with both quality and data skills, cybersecurity requirements, and a lack of evidence specific to Saudi Arabia regarding return on investment. We therefore suggest a phased roadmap to bring precision measurement into line with the priorities set out in Vision 2030 for localization, productivity, sustainability, and for achieving globally trusted manufacturing.
