Talking organizations into being: How public dialogue generates purpose-driven organizations
Public relations theory typically assumes organizations develop purpose internally before communicating it externally, foreclosing examination of the pre-organizational communicative processes through which some of the most authentic purpose-driven enterprises actually emerge. This paper proposes purpose-first communication: a process through which sustained public dialogue helps shape an organisation, innovation, or purpose identity before formalization. Through illustrative case analysis of three documented cases: Grameen Bank's emergence from Bangladeshi conversations about financial exclusion, Safaricom's M-Pesa development through Kenyan discussions of digital inclusion, and Patagonia's environmental identity formation through American outdoor community dialogue, the paper uses the cases to illustrate a proposed five-phased communicative lifecycle: conversational spark, discursive sedimentation, generative engine, temporal projection, and collective self-recognition. Four empirical indicators make this process measurable: message momentum, problem-to-solution conversion rates, future-narrative density, and network reflexivity. Cross-case analysis identifies three variants of purpose-first communication, suggesting the framework's relevance across different forms of generative dialogue. By extending the dialogic tradition, the framework reconceptualizes authenticity as a historical phenomenon rooted in prior dialogue and engagement rather than a messaging achievement, repositioning communication from organizational expression to organizational genesis.
