The Colombian Peace Agreement Implementation Challenges a Decade Later

The Final Agreement marking the official end of the conflict between the FARC-EP and the Colombian government has been hailed as the most inclusive and most comprehensive accord ever signed. The broad and ambitious nature of the accord, however, has posed challenges to implementation. Drawing on the extensive experience of and data from the Peace Accords Matrix’s Barometer Initiative, this article explores trends in implementation patterns of the 2016 Final Agreement across its six points. The article offers insights into why measures falling under points three, five, and six (‘End of the Conflict,’ ‘Victims,’ and ‘Implementation and Verification,’ respectively) have higher rates of complete implementation than those of the points relating to point 1 ‘Rural Reform’, point 2 ‘Political Participation’, and point 4 on ‘Illicit Drugs’. We also examine the challenges facing future progress towards implementation and reflect on best practices for effective implementation. El Acuerdo Final que marcó el fin oficial del conflicto entre las FARC-EP y el gobierno colombiano ha sido calificado como el acuerdo más inclusivo e integral jamás firmado. Sin embargo, la naturaleza amplia y ambiciosa del acuerdo ha planteado desafíos para su implementación. A partir de la amplia experiencia y los datos de la Iniciativa Barómetro de la *Peace Accords Matrix* (Matriz de Acuerdos de Paz), este artículo explora las tendencias en los patrones de implementación del Acuerdo Final de 2016 en sus seis puntos. El artículo ofrece perspectivas sobre por qué las medidas correspondientes a los puntos tres, cinco y seis («Fin del conflicto», “Víctimas” e “Implementación y verificación”, respectivamente) presentan tasas de implementación completa más elevadas que las medidas relativas a los puntos 1 (“Reforma rural”), 2 (“Participación política”) y 4 (“Drogas ilícitas”). Asimismo, examinamos los desafíos que enfrenta el avance futuro de la implementación y reflexionamos sobre las mejores prácticas para lograr una implementación efectiva.
