International Model Law for Artificial Intelligence Systems (IMLAIS) v1.2

IMLAIS v1.2 is a minor revision of the International Model Law for Artificial Intelligence Systems (v1.1, DOI: 10.5281/zenodo.20129845). This version makes five alignment corrections addressing an internal inconsistency in the Regulatory Vacuum Protocol (Article 11, RGP Layer 4): the general-purpose vacuum-waiting mechanism previously had no upper time bound, while its military-domain refinement (Article 26, Degraded Command State) already did. v1.2 adds a 30-minute default ceiling and a mandatory automatic safe-exit procedure to Article 11, updates the corresponding definition in Article 5(2), cross-references Article 26 to the now-generalized Article 11 mechanism, and corrects a terminology inconsistency in the Article 38 LIN System mapping table. No article numbers changed; no other provisions were modified. This revision falls within the general review procedure of Article 37 and does not constitute a major version change.
