This paper addresses the discrete generation structure of matter: why the local balance positions of bounded units, which vary continuously under the local equilibrium equation, appear in reality as a discrete set of values. The mechanism is not an external selection principle but the dynamics of the framework itself: the balance condition and the tracking condition define the realized value; persistence is governed separately by compatibility with the dominant environment; when both conditions are satisfied the realized value enters the neighbor couplings as an environmental feedback — a dynamical locking that rewrites the balance conditions of the neighborhood, compressing the continuous spectrum of balance values to discrete locked values. The number three is not derived but carried by the calibrated balance positions of the present universe (D-tier calibration); the window structure, locking mechanism, response hierarchy, and persistence hierarchy are framework-internal (B-tier). The even symmetry of the local potential yields a mirror structure on the high-λ side; the mirror is a reflection of the correlation variable, not a charge-conjugation symmetry.
