This document presents the Executive Preface and Integrated Framework for Universe OS and the ϵ-Model. Moving beyond traditional force-based physics and particle propagation models, the work outlines a pre-physical, ontological architecture where space, matter, and velocity emerge as structural proportions and geometric interference nodes within a unified informational lattice. Core Conceptual Foundations: Principle of Non-Externality: Elimination of gravitational fields and external mechanical forces in favor of system-wide cyclical stabilization relative to master time cycles (3600s) and light speed (c). Elimination of the Spatial Vacuum: Astronomical scales and subatomic parameters represent the unpacking/decompression of identical structural codes linked across a neutral reference plane. Universal Equilibrium Constant (ϵ): Formulation of system stability through scale-invariant geometric ratios: ϵ = v2 / ( r ⋅ s ) ≈ 0.50
