Pre-Commercial Defence and Security Technologies and the Architecture of Strategic Investment Capacity: Capital, Cybersecurity and Procurement before Market Validation
This paper examines pre-commercial defence and security technologies as a question of strategic investment capacity before market validation. It transposes the analysis developed in the preceding paper, “Defence and Security as Architectures of Strategic Capacity to Act: Guardrails, Sovereignty and Definition Power under Adversarial Conditions” (DOI: 10.5281/zenodo.22300634), on authority, guardrails, sovereignty and definition power, and in the follow-up paper, “Defence and Security under Emerging-Technology Conditions: Anticipation, Infrastructure and Strategic Authority” (DOI: 10.5281/zenodo.22742242), on anticipation, infrastructure and strategic authority under emerging-technology conditions, into the translation problem of capital, cybersecurity and procurement. Anticipatory judgement, decision authority, security assurance and procurement form structural conditions through which early technologies become strategically investable.
