Tech Development partnerships and scope of work: e-Participation and Policy Modelling Platform for South Africa (ePPMOSA)

In considering the development and implementation of pilot projects, the ePPMOSA project team considered three main potential models for partnering with technology developers. These included in-house development using available technologies such as open source software or low-cost cloud applications, direct procurement through RFQ or tender processes for technologies requiring custom development or enterprise deployment, and joint funding proposals with technology developers and external funders. The majority of projects were established using in-house development or direct procurement. For direct procurement, the final of scope of work (SoW) was shaped by initial requirement specifications, responses from technology developers regarding proposed approaches and features, and negotiation to finalise design and implementation details.
