Cosmic Volition: The Conscious Universe and the Algorithmic Definition of Free Will
Paper 93 does not claim that the physical universe has been shown to possess consciousness or free will, that continuum cosmology has been derived, or that inflation or dark energy have been demonstrated to be volitional events. It shows, in one self-contained and reproducible Monte-Carlo experiment, a precise operational anatomy of volition: a Metropolis universe trapped in a false vacuum (local loss exactly 0, global distance 900) is escaped only by an internal meta-act that rewrites the loss function itself — with an exact price (a temporary local-loss spike to 900), an exact repair cost (300 accepted rewires over 17 sweeps), and an exact condition for permanence (commitment). The paired forgetting control shows that restoring the inherited law re-seals the trap in 20 sweeps and undoes the escape entirely: a temporary law change is a round trip of 600 rewires ending in the autonomic universe's own state. Free will, operationally defined, is meta-optimisation under memory — and the law itself plays the role of the memory.
