FUNCTIONAL CLASSIFICATION OF SUBJECTS ENSURING THE RIGHT TO QUALIFIED LEGAL ASSISTANCE IN UZBEKISTAN

This article examines the system of subjects involved in ensuring the constitutional right to qualified legal assistance in Uzbekistan. Particular attention is paid to the distinction between direct providers of legal assistance and institutions performing organizational, coordinating, protective, preventive and auxiliary functions. Based on a functional approach, the article proposes a classification of relevant subjects into seven groups: infrastructure, coordination, public-guarantee, mediation-navigation, preventive, subsidiary and specialized professional subjects. The proposed approach aims to clarify institutional interaction and improve the effectiveness of constitutional guarantees of access to qualified legal assistance.
