Municipal requirements analysis: e-Participation and Policy Modelling Platform for South Africa (ePPMOSA)

The report describes the methodology used for requirements gathering and analysis, and provides an overview from seven municipalities: City of Cape Town, City of Johannesburg, City of Tshwane, Emalahleni Local Municipality, eThekwini Municipality, Modimolle-Mookgophong Local Municipality, Mogale City, and Rustenburg Local Municipality. In each of the participating municipalities, an initial mapping was used to assess existing and proposed participation initiatives, and this was followed by the drafting of final requirements which was used to inform project design, although usually in an iterative way. The detailed initial and final requirement description for each municipality emerged from multiple workshops and meetings, and is contained in various documents, including as online dashboards on Miro, as well as final scope of work documents. The report highlights some common themes and concludes by mapping these requirements to the e-Participation Stack to capture the diverse scope of needs and opportunities that have been explored with the partner municipalities.
