From drought crisis to resilience: what South Africa must do?: insights from recurrent severe drought

This policy brief identifies what is working, what remains weak and what policy actions can shift drought gov ernance from emergency response toward anticipatory resilience. The proposed implementation horizon is phased: immediate reforms within 0-2 years, system-strengthening actions within 3-5 years, and major infrastructure and institutional transformation over 5-10 years.
