Planning Sustainable Agritourism Development in Taiwan: A GRI-Informed Delphi-AHP Framework

Taiwanese agritourism integrates farm diversification, rural development, and environmental stewardship, yet sustainability priorities remain insufficiently defined. This study reframes agritourism as a tourism-planning and destination-governance issue and develops a GRI-informed evaluation framework using a two-stage Delphi-AHP design. Five senior experts refined the indicators, followed by priority estimation from 19 valid AHP questionnaires. The final framework comprises five dimensions and 25 criteria informed by GRI 2, GRI 3, and GRI 13. Environmental stewardship ranked first, followed by economic inclusion, management, culture, and social coordination. Key priorities included ecological carrying-capacity limits, protection of environmentally sensitive areas, agricultural economic development, local resident income, environmental education, and low-carbon transport. The framework provides a materiality-to-planning approach for ecological zoning, visitor-capacity regulation, local value retention, and community-based monitoring.
