Aligning Higher Education Management with Private Sector Growth: An OLS Regression Analysis of Uzbekistan's Labor Market

This study evaluates the alignment of Uzbekistan’s higher education management withnational labor dynamics from 2010 to 2025. Using a GRETL OLS regression model(R2 = 0.819), the research analyzes the impacts of private sector expansion anddemographic workforce growth on the national employment rate. The empirical resultsreveal that non-state sector employment is the primary driver of labor absorption, whilean expanding economically active population exerts negative structural pressure,exposing a persistent skills mismatch. Consequently, the paper argues that universityadministrators must transition from supply-driven enrollment to data-drivenframeworks. Leveraging institutional autonomy, HEIs should establish internal labormarket observatories and private-sector advisory boards to dynamically synchronizeacademic curricula with evolving market demands.
