Biotech in the Bottle: Regulatory Insights on Genetically Modified Microorganisms in Fermented Beverages in Brazil and International Benchmarks

Abstract The application of genetically modified microorganisms (GMMs) in fermented beverage production represents a significant biotechnological advance, improving the process efficiency, product consistency, and sensory innovation. Despite these benefits, adoption remains limited, mainly because of regulatory divergence rather than technological constraints. This Review identifies regulatory fragmentation as a key barrier to integrating GMMs into fermented beverages. Using Brazil as a case study, the roles of CTNBio, ANVISA, and MAPA are analyzed in regulating genetically modified organisms including risk assessment, approval, labeling, and environmental monitoring. Comparative analysis with the European Union, United States, Canada, and selected Asian and BRICS countries shows how differences in regulatory stringency, governance models, and risk communication affect innovation and market uptake. These variations also influence the consumer trust, acceptance, and informed choice. Higher acceptance is associated with greater transparency, consistent risk communication, and structured public engagement, whereas innovation can be fostered through regulatory alignment and hybrid governance models that also maintain safety and support informed decision-making.
