Criticality Hypothesis of International Politics
This position paper proposes the Criticality Hypothesis of International Politics: international politics, understood as a heterogeneous, historically evolving, and adaptive relational system, may under some conditions exhibit dynamics associated with near-critical regimes. The hypothesis is motivated by a recurring theoretical problem. International political relations can display persistent asymmetries and reinforcing structures, yet the system does not necessarily remain indefinitely confined to a single stable relational configuration. Actors, especially those subject to strong relational constraints, may generate heterogeneous, locally inconsistent, or apparently directionless actions whose system-level effects differ from the apparent direction of the actions themselves. Such perturbations need not specify an alternative terminal order. They may instead inhibit irreversible relational lock-in, preserve alternative couplings, and maintain the possibility of future reconfiguration. The paper develops the hypothesis through a deliberately abstract and politically neutral framework. It first introduces the minimum conceptual vocabulary of dynamical systems and complex adaptive systems, including state space, trajectories, attractors, basins of attraction, perturbation, sensitivity, emergence, self-organization, and multiscale dynamics. It then reviews criticality in complex systems and the critical brain hypothesis as an important intellectual background. The transfer is explicitly limited: evidence or functional arguments concerning neural criticality do not establish political criticality. They motivate a structurally analogous question concerning whether a distributed relational system can remain sufficiently persistent to retain organization while sufficiently susceptible to permit substantial reconfiguration. Within this framework, power asymmetry is treated as a possible source of attractor formation and contraction of reachable relational futures, while heterogeneous adaptation may supply decentralized counter-perturbations. The paper formulates the central criticality claim as a testable hypothesis rather than a law, and distinguishes it from teleological assertions that the international system seeks, optimizes, or normatively benefits from criticality. Several possible mechanisms are retained as open questions, including response-repertoire expansion, the coexistence of persistence and adaptability, distributed adaptation, asymmetry-induced anti-lock-in feedback, relational redundancy, and differential persistence of dynamical regimes. The paper further identifies two downstream hypotheses for later investigation: a political-turbulence hypothesis concerning the amplification and interaction of perturbations near susceptible regimes, and a turbulence-mediated historical-transition hypothesis concerning large-scale escape from established relational attractors. These extensions remain provisional. The primary contribution is a conceptual research programme for examining whether international politics can exhibit near-critical relational dynamics that preserve reconfigurability without predetermining the direction of future political order.
