From Recognition to Commitment: A Comparative Review of Diagnostic Policy Standing and Implementation Traceability

Diagnostics enter public policy as medical countermeasures, manufactured products, laboratory functions, genomic-data applications, clinical services and elements of wider sovereignty agendas. These forms of recognition are not equivalent, and policy visibility alone does not establish an attributable or functioning capability. This working paper uses a structured comparative and cumulative documentary review to examine twenty official policy texts across fifteen national and regional entities, with World Health Organization instruments providing global context. It traces the distance between diagnostic recognition, attributable commitment, operational traceability and functional demonstration. The comparison finds that policy family influences the diagnostic object, instruments and evidence made visible. Preparedness policies concentrate on readiness and surge; industrial policies on research, production and market development; genomic strategies on data, representation and translation; and sovereignty agendas on products, finance and system capability. Financial evidence is usually shared across wider programmes, while monitoring concentrates on intermediate outputs. Maintenance, consumable continuity, affordability, interoperability and clinically useful deployment are less consistently connected to named actions and verification. The paper argues that diagnostics should be treated as a cross-cutting functional capability and that sovereignty claims should be tested against the dependencies addressed, responsibilities assigned and evidence of continuity in practice.
