Strategies Employed by Principals to Enhance Quality Education in Public Senior Secondary Schools in Lesotho

Abstract Quality education in public senior secondary schools depends in part on principals’ capacity to provide effective instructional, managerial, relational, and adaptive leadership. This study explored the strategies principals employed to enhance educational quality in selected public senior secondary schools in Lesotho. Guided by Complexity Leadership Theory (CLT), the study viewed school leadership as an interconnected process involving administrative, adaptive, and enabling functions within complex organizational contexts. The study used a qualitative exploratory design and conducted semi-structured interviews with 30 principals. Data were transcribed verbatim and analysed thematically using NVivo. Five interrelated themes emerged, covering leadership qualities, managerial competencies, leadership and management challenges, strategies for improving teaching and learning, and professional development and institutional support. Findings indicate that principals employ interconnected strategies, including visionary and strategic leadership, instructional supervision, teacher motivation and professional development, participative leadership, communication and stakeholder engagement, resource management, accountability, conflict management, and continuous assessment and improvement. However, inadequate financial and material resources, infrastructure and technological limitations, top-down policy implementation, inconsistent institutional support, and limited leadership preparation and professional development constrain implementation. Principals nevertheless demonstrate resilience by mobilizing available resources, strengthening collaboration, supporting teachers and learners, and adapting practices to emerging challenges. The study concludes that improving educational quality in Lesotho requires both capable principals and enabling institutional conditions. The findings extend the application of CLT to the Lesotho school context by demonstrating how administrative, adaptive, and enabling leadership processes interact to support educational improvement under complex and resource-constrained conditions.
