Public- and Private-Sector Stakeholders’ Perceptions of Inefficiencies and Blockchain Adoption Potential in Malaysia’s Property Sector

This study examines the potential of blockchain technology to address inefficiencies across Malaysia’s property sector, encompassing governance, regulatory processes, and post-development property management. It compares the perceptions of public- and private-sector stakeholders, addressing the limited empirical evidence on sectoral differences in blockchain adoption across interconnected property processes. A quantitative approach was adopted using a structured questionnaire administered to stakeholders in the Klang Valley, yielding 119 valid responses. Respondents comprised private developers and public-sector organizations, including government agencies, local authorities, statutory bodies, and government-linked organizations. Data were analyzed using descriptive statistics, Cronbach’s Alpha, arithmetic mean, and the Mann-Whitney U test. The findings indicate that public-sector respondents perceived greater potential for blockchain adoption, particularly in enhancing transparency, securing ownership and transaction records, automating verification processes, and improving data integrity for accountability. In contrast, private-sector respondents placed greater emphasis on operational efficiency, reduced administrative burden, and cost effectiveness. This study contributes to the emerging blockchain literature by examining its potential across interconnected property processes rather than isolated applications. It further demonstrates how institutional roles influence perceived value and adoption readiness, providing context-sensitive insights to inform differentiated implementation strategies aligned with Malaysia’s Construction 4.0 agenda and broader digital governance and sustainability objectives.
