Decoding a Decade of Systems Change Guidance, 2014–2025: Building a Shared Framework for Collaboration

ABSTRACT Systems change is gaining momentum across sectors as a powerful way to tackle today's most complex social and environmental challenges. Over the past decade, philanthropic, government, finance, development, nonprofit and research groups have published a wide range of practical guides, each tailored to specific areas. We review 46 frameworks published between 2014 and 2025 to identify patterns in how they define and implement systems change. We synthesize this knowledge to propose a shared definition and rationale, introduce a five‐phase framework to guide practice, unpack evaluation suggestions and gaps and explore recommendations for funders, practitioners and evaluators. Our findings aim to support interdisciplinary, cross‐sector collaboration in designing, leading and evaluating systems change efforts.
