Beyond enrollment counts: Gender-disaggregated post-enrollment activation in Indonesia's online digital literacy training

Enrollment headcounts commonly evaluate digital literacy programs, yet enrollment records registration without establishing whether any subsequent course activity occurs. This article examines where gender differences emerge once the analysis moves beyond enrollment. Administrative records from nine self-paced courses on an Indonesian government-administered platform separate registration from post-enrollment activation and downstream quiz-attempt and certification indicators. The central finding is substantial cross-course heterogeneity rather than a uniform platform-wide gap. On the largest analyzed course, women's activation rate is 10.6 percentage points lower than men's, while courses in other topic areas show the reverse pattern. The pooled estimate conceals these opposing directions. The study contributes a stage-disaggregated monitoring approach and demonstrates that equity oversight should report gender-disaggregated activation by course rather than rely on enrollment alone.
