Navigating the New Ecology of Uncertainty: Governance, Leadership, and the Path to Institutional Resilience

ABSTRACT : Crisis management has consolidated itself as an indispensable strategic competence in a context marked by systemic volatility, global interdependence, and technological acceleration. The contemporary ecology of uncertainty—characterized by disruptive geopolitical phenomena, recurring climate crises, digitally amplified sociocultural tensions, and the erosion of institutional trust—deeply challenges traditional models of governance and leadership. This article critically examines the conceptual evolution of crisis management, integrating key typologies and theoretical models, and discusses the structuring role of leadership, strategic communication, organizational culture, and governance in building institutional resilience. Drawing on an interdisciplinary approach, it articulates contributions from political science, organizational sociology, communication studies, and public management, offering an in‑depth reading of contemporary vulnerabilities and of the capabilities required to confront disruptive events. The article concludes with recommendations for higher education institutions, underscoring their central role in preparing leaders capable of operating in an environment of permanent uncertainty.
