What the Certificate Points At: Fuel disclosure, sealed cost, and one Georgia certification of 9,885 megawatts

On the same day in July 2025, Georgia Power filed two applications with the Georgia Public Service Commission seeking certification of capacity whose two stated components sum to 9,885 megawatts, 7,999 from the 2029-2031 All-Source RFP and 1,886 from a supplemental portfolio. Both were granted in full. The order states the two figures separately in its recitals and states no combined total anywhere. The certified cost is sealed for both classes of resource. The order certifies the Company-owned resources at Table 1.3.4 and the purchase agreements at Table 4.4, and every cost cell in both tables is redacted. What differs between the two classes is the fuel. Five gas purchase agreements, all for plants already operating, are public at 114 to 155 pages. Every one names the interstate pipeline, names the transportation zones, in three of the five identifies a specific delivery point, and sets out how the firm transportation charge enters the daily fuel cost. The three Company-owned combined cycles at Plants Bowen, Wansley and McIntosh, none of them built, have their pipeline named in the application and nothing further. Neither class permits a reader to compute a cost, because the heat rate content is redacted in all five and no firm transportation quantity appears in any of the four All-Source contracts. The firm transportation cost was computed twice and sealed twice. An intervenor's witness tabulated it per plant; the Commission's own Public Interest Advocacy Staff tabulated it again in a finer decomposition that splits intrastate transportation from lateral transportation from storage. Both tables survive in the public record as labels with every figure deleted, and Staff's table withholds the pipeline name that the application states in public text. Staff recommended that the construction monitoring reports for the three plants carry the status of third party firm transportation of natural gas. The Stipulation that Staff signed twenty-eight days later adopts the Plant Yates monitoring framework Staff asked for and drops the reporting Staff asked for inside it, and the Commission adopted that text substantially verbatim. The Yates framework was read at its source, in the certification order, in the Staff testimony that order implements, and in the two Yates monitoring reports as actually filed. It reports the gas lateral the Company builds and carries nothing on the interstate capacity the Company contracts for. Georgia law makes the sealed figure the operative one. O.C.G.A. § 46-3A-5(b) requires each certificate to describe its approved cost; this certificate describes it by pointing at redacted tables. Section 46-3A-7(a) then makes that approved cost the threshold deciding whether exclusion from rate base requires one of five findings against the utility or instead requires the utility to prove prudence, and subsection (c) makes verification foreclose exclusion altogether. The Georgia record is read as Docket Nos. 56298 and 56310 stood on that date, with both docket listings enumerated in full at 109 and 106 documents, plus four documents from Dockets 55378 and 55931 that the Stipulation reaches by reference. Appendix C indexes every step in sections 3 through 8 where the paper goes beyond what a retrieved document says, and states for each what would defeat it. Appendix D is a census of the 299 redactions in the five gas purchase agreements, located by contract heading. Open items are stated rather than smoothed.
