Personal Cognitive Environment (PCE): A Framework for the Person's Lifelong Cognitive Continuity Across AI Systems

Persistent AI memory, portable personal context, and long-term human-AI interaction are active, well-resourced research areas in 2025–2026 (Stanford, Microsoft, IBM, and others are pursuing them directly). This proposal does not claim to introduce any of these components independently. Its contribution is narrower: it argues that memory portability, anti-sycophancy design, and persuasion-risk constraints should be treated as a single infrastructure whose explicit success criterion is the person's long-term cognitive continuity and autonomy — not the AI system's task performance, retention metrics, or engagement. Each of the framework's sixteen design principles is paired with a concrete conformance test, intended to make the framework falsifiable rather than aspirational.
