FHESS COMMUNICATION XV — ONE CARE ACCESS develops a source-audited research architecture in which several empirically distinguishable configurations are preserved within one CARE ACCESS while their respective legal and institutional routes remain distinct. The Communication brings together three annexes. Annex XV-A — TERRITORIAL CONFIGURATION, EMPIRICAL IMPARTIALITY AND THE INSTITUTIONALLY READABLE QUESTION reconstructs manifest territorial representations, public statements and responses of affected political positions. Material concerning Greenland, Canada, Panama and Gaza is placed within a temporal and comparative source architecture, while Ukraine remains a separate comparative configuration. Recurrence is preserved as an empirical finding object without converting it into a determination concerning personal motive, expansionist intent, criminality or legal responsibility. Annex XV-B — POLITICS IN RELATIONAL CONFIGURATION — UNITED STATES SELF-DESCRIPTION >< OBSERVABLE ACTS >< RESPONSES OF AFFECTED STATES studies politics as a relational empirical field. United States political self-description, including AMERICA FIRST and PEACE THROUGH STRENGTH, is preserved alongside observable territorial, economic, diplomatic and security-related acts and the responses of affected States. The resulting configuration permits examination of the simultaneous availability of alliance grammar, sovereignty grammar and divergent political action positions. Annex XV-C — TRUMP / U.S. >< ICC — POLITICAL CONFIGURATION AND STATUTORY RESPONSE CAPACITY reconstructs measures adopted by the United States Executive in relation to the International Criminal Court, beginning with Executive Order 14203 of 6 February 2025 and continuing through subsequent designations, judicial responses and further executive measures. It differentiates positions within the United States institutional field — Executive, Congress, Federal Judiciary and affected civil positions — and within the ICC institutional field. The reconstructed observation period extends from 6 February 2025 to 16 September 2026. These dates delimit the source-audited observation period and carry no determination concerning when an offence occurred. Article 70 of the Rome Statute and Rules 162 and 165 of the Rules of Procedure and Evidence are examined as sources of statutory response capacity. Particular attention is given to the distinction between empirically observable intentional activity and the element-specific purpose or retaliatory relation required for possible Article 70 readability. Communication XV makes no determination that the elements of Article 70(1)(d), Article 70(1)(e), or any other offence are satisfied. Methodologically, the Communication preserves the sequence: DISTINCT EMPIRICAL CONFIGURATIONS → ONE CARE ACCESS → COMPETENT INSTITUTIONAL KRINEIN (DISCERN AND DECIDE WITHIN THE COMPETENT POSITION) → PRESERVATION OF FUTURE ACTION SPACE. CARE ACCESS is used as an FHESS configurational finding rather than as terminology attributed to the Rome Statute. The Rome framework configures institutional capacities through which information, prosecutorial initiative and judicial decision can remain available. Communication XV therefore makes source-audited material available while preserving autonomous institutional assessment by the competent positions.
