Abstract

"Nothing is lost, everything is transformed — redshift included." For a century, standard cosmology has balanced its expansion ledger by importing external energy reservoirs, fitted dynamical response coefficients, and by allowing the energy of cosmological redshift to simply vanish. This manuscript, submitted for peer-review to Physical Review D, resolves this fundamental thermodynamic anomaly by strictly closing the homogeneous bulk sector of the Relativity of Matter (RM) framework. By subjecting the provisional homogeneous relation (HCR-1) to the common action, we formally reject it and derive a rigid, exact replacement. On the homogeneous Fourier mode (k_F = 0), the algebraic Hamiltonian and conformal scalar constraints survive. With a positive constitutive reservoir ε_z(e) and an invariant background u_0, the preservation of these constraints yields the parameter-free bulk rate: H[3B'(e) + 3ρ_m + 8u_γ] = s where s is the local matter-to-radiation conversion rate.
