A framework for integrating BIM and ISO 19650 into the process management of public constructions
Purpose This paper proposes a TO-BE process model for the macroprocess that governs the contracting and monitoring of educational public works between the National Fund for Education Development (FNDE) and Brazilian municipalities. The model integrates BIM-based information management, aligned with ISO 19650, into existing workflows and coordinates them with the requirements of the new Public Procurement Law (Law No. 14,133/2021). Design/methodology/approach A qualitative single-case study was conducted at FNDE. Document analysis, semi-structured interviews and direct observation were used to reconstruct the current macroprocess (AS-IS) based on standard school designs. From this diagnosis, a new process model (TO-BE) was developed in BPMN, integrating ISO 19650 guidelines and aligning activities, responsibilities and information exchanges with procedures mandated by Law No. 14,133/2021. Findings The AS-IS diagnosis revealed fragmented information flows, work overload, recurrent rework, low data reliability and insufficient traceability. The TO-BE model restructures information management by defining clear roles, standardised documents and explicit BIM information requirements, strengthening physical-financial data consistency and supporting more robust operational governance and transparency. Originality/value The study advances understanding of BIM process implementation by operationalising the integration of ISO 19650 into institutional processes for contracting educational facilities in Brazil. It articulates international standards, national legislation and public routines in a process architecture, offering practical, replicable guidance for public institutions with low digital maturity and establishing the information basis for structured monitoring of the physical and financial performance of public works.
