Innovative scientific and technological centers in the system of regional economic policy for the development of small technology companies: on the example of the Novgorod region
The article discusses the role of innovative scientific and technological centers (hereinafter - ISTC) in the system of regional economic policy for the development of small technology companies (hereinafter - STC). In Russian practice and scientific works, ISTC are considered mainly as a special legal regime, an infrastructure platform for scientific and technological activities, a mechanism for commercializing research results, attracting investments and personnel. However, their potential as an instrument of regional economic policy towards technology companies is not sufficiently disclosed. The work substantiates that it is advisable to consider INTC not only as an element of an innovative infrastructure and a special legal regime, but also as an organizational and economic mechanism for identifying, concentrating, supporting and scaling small technological businesses in the region. On the example of the Novgorod region, the prerequisites for the use of INTC «Intelligent Electronics – Valdai» as the core of the regional MTK creation and development system are indicated. The scientific novelty of the study lies in the proposed model for embedding INTC in regional economic policy, including identification, infrastructure, institutional, market and management contours. A system of indicators for assessing the effectiveness of INTC was formulated, taking into account economic effects.
