FROM DISCOVERY TO LIMBO: A CRITICAL HISTORY OF CONSERVATION AND HERITAGE GOVERNANCE AT LAETOLI, TANZANIA

Laetoli, in northern Tanzania, is internationally recognised for its Pliocene hominin footprints, particularly the trackway at Site G, dated to approximately 3.66 million years ago. The site, however, is not simply a palaeoanthropological discovery. It is a complex heritage landscape containing hominin, animal and other trace fossils, fossil remains, archaeological evidence, geological deposits and a long history of conservation intervention. Since the discoveries of the 1970s, Laetoli has moved through successive phases of excavation, documentation, reburial, conservation assessment, monitoring, proposed reopening, museum planning, heritage impact assessment and renewed development. This paper reconstructs that trajectory with particular attention to the relationship between scientific knowledge, conservation decisions, institutional responsibility and sustainable use. The analysis draws on archaeological and palaeoanthropological publications, conservation reports, Getty Conservation Institute documentation, heritage-management literature, World Heritage documentation and recent scholarship on heritage governance in Tanzania. The history reveals an important paradox. Laetoli has repeatedly attracted sophisticated conservation expertise and ambitious plans for research, education and public presentation, yet continuity between successive programmes and their implementation has remained difficult to demonstrate. The 1990s Government of Tanzania Getty Conservation Institute project provides an important example of evidence-based conservation, combining condition assessment, experimental testing, documentation, reburial and the development of a monitoring strategy. Subsequent attempts to reconsider the burial strategy generated new conservation assessments and, significantly, new archaeological knowledge, including the Site S trackway. More recent development activity and the 2024 Laetoli Conservation and Sustainable Use Roadmap have nevertheless renewed questions concerning conservation rationale, expert participation, institutional responsibility, landscape-scale management and the relationship between present interventions and accumulated conservation knowledge. Rather than arguing that development and conservation are inherently incompatible, this paper identifies institutional continuity as the central challenge in Laetoli's contemporary management. Institutional continuity is defined here not as the preservation of a particular institution or conservation intervention, but as the capacity of successive custodial regimes to retain, evaluate, transmit and operationalise accumulated knowledge. The paper proposes a decision-traceability framework linking evidence, heritage values, expertise, alternatives, decision rationale, implementation, monitoring, institutional memory and reassessment. It argues that the future of Laetoli should be based on landscape-scale conservation, independent multidisciplinary review, continuous condition monitoring, Tanzanian professional capacity building, transparent documentation and adaptive management. The objective is not to prevent change but to ensure that future change is demonstrably informed by what previous generations have learned.
