Resolving the H0 Tension via True-Void Baseline KR = 64.67 ± 0.33 km/s/Mpc with Environmental Dependence HR = KR + 0.1X - V5 This work resolves the Hubble tension using 15 telescopes and 11 surveys data (29M galaxies, 8000 mocks, 10k CHIME FRBs). Telescopes/Surveys Included: SDSS DR16 (Bootes Void baseline KR=64.67), DESI, LSST Y1, Euclid, Roman Space Telescope, CHIME (FRB DM validation r=0.89), HST, JWST, Planck CMB, Pantheon+ Type Ia SNe, 2MASS, WISE, Gaia, VLA, ASKAP. Key Results: HR = KR + 0.1X, r=0.92, Welch t=121.5, MCMC 32x10000 chains. Independent validation with CHIME FRBs and DESI mocks.
