Regulating the Urban Future: A Multidimensional Analysis of Environmental Regulations and Urbanization

This study investigates the multidimensional nexus between environmental regulations and urbanization, assessing both intra-provincial effects and cross-provincial spatial interdependencies. Utilizing a comprehensive panel dataset covering 63 provinces in Vietnam from 2014 to 2023, the research employs advanced econometric techniques—including spatial econometric models and dynamic panel analysis—to provide nuanced insights into the multifaceted relationship between environmental governance and urban development. The results indicate environmental regulations significantly influence urbanization, both directly within provinces and indirectly through spatial spillover effects on neighbouring regions. The analysis highlights the trade-offs inherent in regulatory implementation, showing a short-term negative impact offset by long-term benefits, including enhanced sustainability, economic development and improved quality of life in urban areas. The study further identifies critical factors shaping urbanization in Vietnam, such as economic growth, human capital accumulation and population dynamics. By integrating environmental considerations into urban planning, the findings underscore the importance of designing regionally tailored and cooperative regulatory frameworks to address spatial disparities and foster balanced development. This research contributes to the literature on sustainable urbanization in developing economies and provides actionable insights for policymakers in Vietnam and beyond.
