From Principles to Practice: Implementing Housing First in the Primer la Llar Program (Barcelona)

Purpose The Housing First model has established itself as a benchmark in addressing chronic homelessness, yet little attention has been paid to how its principles are being applied in everyday practices. This study analyzes its implementation in the Primer la Llar program in Barcelona, focusing on how teams understand and bring these principles into their daily work.Materials and methods A longitudinal qualitative study was conducted between 2016 and 2020. Data were collected in three phases through interviews with professionals involved in the program, including local government staff, as well as staff from the social service organizations providing support. The analysis examined how key principles of the model – unconditional support, focus on recovery, and harm reduction – were understood and implemented.Results The implementation of the model involved processes of learning, interpretation, and adjustment. Concepts that were initially unfamiliar took on meaning through applicational practice, interaction with participants, and team discussion. At the same time, some tensions arose related to uncertainty, ethical responsibility, and the balance between self-determination and the professional duty of care.Discussion The findings highlight the importance of reflexivity, collective deliberation, and organizational support in the implementation of Housing First programs. They also underscore the role of daily practices as key arenas for translating evidence-based principles into context-sensitive actions.Conclusion This study contributes to the development of evidence-based social work and provides guidance for professionals and policymakers on homelessness and professional practice in this area.
