Implementing Infrastructure Policy in Remote Papua: Intergovernmental Coordination and Local Participation in the Bian–Tamulik Bridge Development

Infrastructure development in remote areas faces challenges related not only to geographical conditions and limited accessibility, but also to intergovernmental coordination and the involvement of local actors. This study aims to analyze the implementation of the Bian-Tamulik Bridge construction policy in Kaptel District, Merauke Regency, and examine the coordination between the central and regional governments, the involvement of local actors, and the supporting and inhibiting factors of its implementation. The study used a qualitative approach with a case study design. Data were obtained through interviews, observations, and documentation studies of central government actors, regional governments, district governments, and the community. The primary analysis used George C. Edward III's policy implementation model, which encompasses communication, resources, disposition, and bureaucratic structure, with intergovernmental relations and collaborative governance perspectives as supporting analysis. The results show that development implementation has generally proceeded well, supported by the availability of resources, implementer commitment, a relatively clear division of authority, and community acceptance. However, implementation has not been fully optimal because operational coordination with the district government is still limited and tends to be reactive. Supporting factors include government support, inter-institutional coordination, acceptance of indigenous communities, and financing readiness, while obstacles include geographical and weather conditions, logistical challenges, customary rights issues, sectoral egos, and the lack of integration of supporting roads. The availability of bridges is also perceived to increase ease of mobility, distribution of goods, and access to public services.
