Dynamic Pricing & Revenue Capture: How FIFA Redesigned World Cup Ticket Pricing and Resale Between Qatar 2022 and North America 2026

Between the 2022 World Cup in Qatar and the 2026 World Cup in the United States, Canada and Mexico, FIFA changed how it sells and resells tickets more fundamentally than at any point in the tournament's modern commercial history. Two changes did most of the work. The first was the replacement of a fixed, published face value with an algorithmic price that moves with observed demand. The second was the construction of an official, FIFA-operated resale marketplace that functions as the only sanctioned channel through which a ticket can legitimately change hands, and which charges a fee to the buyer and a matching fee to the seller. This paper argues that these two changes are best understood as a single strategic move rather than two separate pricing decisions. Taken together they close the gap between what FIFA charged and what the market was willing to pay, and then they place a toll booth on whatever gap remains. The economic effect is to convert a large pool of consumer surplus, which previously escaped to independent resellers and to third-party resale platforms, into revenue that FIFA books directly. The analysis proceeds in four stages. It first reconstructs the economics of the fixed-price era, showing why a single published price for a supply-constrained event mechanically produces a profitable secondary market. It then decomposes the 2026 redesign into three levers: algorithmic pricing, an owned exchange, and a two-sided fee. It then examines how the redesign changed the payoff to independent resale, and finally it quantifies the outcome and assesses which of FIFA's objectives the redesign actually achieved. The headline findings are as follows. Under fixed pricing, roughly 58 percent of a high-demand ticket's market value sat above FIFA's own price and was therefore available to anyone who could acquire inventory at face value. Under dynamic pricing that share compresses to roughly 7 percent, a reduction of close to 90 percent. FIFA's retained share of a resale transaction rises from roughly 5 dollars per 100 dollars of resale value to roughly 30 dollars, a step change of about six times. And in the large majority of matches, the arithmetic of independent resale turns negative once the seller-side fee is applied. The redesign was highly effective at capturing value. It was considerably less effective at its secondary stated aim of shrinking competing marketplaces, which continued to grow through the same period.
