Strengthening Security and User Behavior Management in Academic Libraries: A Framework for Protecting Library Resources
Abstract Academic libraries are expected to provide open, equitable and user-friendly access to information resources, yet inappropriate user behaviour can compromise the preservation, availability and effective use of library collections. This paper re-examines the problem of deviant behaviour in academic libraries from the broader perspective of user behaviour management, collection security and preventive control. The paper is developed as a conceptual review based on the themes, observations and literature represented in the source study. It does not claim a new statistical survey and therefore avoids presenting invented numerical findings. The discussion identifies major forms of problematic behaviour, including theft, mutilation, defacement, concealment or misplacement of materials, overdue retention, noise, misuse of facilities, disruptive mobile-phone use and other violations of library rules. It argues that effective control should not depend only on punishment. A balanced framework combining user education, orientation, socialization, staff supervision, surveillance, electronic security, stock verification, clear policies, fair sanctions and increased use of digital resources can provide stronger protection while maintaining a welcoming learning environment. The paper proposes an integrated library user behaviour management framework and highlights practical challenges such as limited budgets, staff shortages and weak awareness programmes. The framework can support academic libraries in reducing resource abuse and improving the sustainability of library services.
