This paper applies the ISR/VPR framework (introduced in IVRP-01, DOI: 10.5281/zenodo.22730176) to the non-locality of quantum entanglement. HYPOTHESIS: Distance is a VPR (Visible Phenomenal Realm) concept. The ISR (Invisible Source Realm) contains neither time nor space. Therefore: d_ISR(x,y) = 0 for all x,y in the VPR This is not an axiom. It is a structural consequence of the spacetime generative process: space (TO KO RO) and time (TO KI) are generated at the ISR/VPR integration point (TO). What precedes that generation — the ISR — exists prior to spacetime. Distance inherits this absence. STRUCTURAL ACCOUNT: What are billions of light-years apart in the VPR are, from the ISR, adjacent. The non-local correlation of quantum entanglement is not a paradox — it is the structural consequence of an interface (U) operating through a domain where distance is absent. ON WORMHOLES: The ER=EPR conjecture is the most coherent VPR-only answer to entanglement.
