ADVANCED REFORMS FOR HUMAN CAPITAL DEVELOPMENT: A REVIEW

Human capital has become the primary determinant of sustainable economic growth, innovation, and social prosperity in the twenty-first century. The objective of this study is to examine advanced reforms in human capital development through education, healthcare, digital transformation, and lifelong learning. A qualitative comparative methodology based on the IMRAD framework was employed to evaluate successful international reform practices. The findings demonstrate that integrated policies significantly improve labor productivity, innovation capacity, and national competitiveness. The study concludes that comprehensive investment in human capital is essential for inclusive and long-term economic development.
