A holistic model for sustainable energy planning for insular and rural areas
Although achieving sustainability at scale appears extremely challenging, this can be altered if the planning process promotes positive social dynamics. This paper presents a comprehensive methodology applied in a web-based toolbox to evaluate various pilot actions across different Mediterranean countries and outlines key elements for developing effective local and regional sustainable energy plans. The proposed methodology is based on a bottom-up, holistic approach that contrasts with the more commonly used top-down planning approach. Unlike traditional energy planning tools, which are largely technically driven, this methodology integrates socio-economic, environmental, and local governance dimensions. The Reselplan toolbox provides a novel, user-friendly digital interface that supports both planning and decision-making. It achieves this by integrating planning tools, baseline data, EU policy references, and real-world examples into a single, accessible platform. It offers potential for future research, such as scalability, connection with Energy Justice, and exploitation of emerging digital technologies: AI and IoT tools.
