Abstract

This paper presents a novel socio-system engineering framework based on the philosophy of "Universe OS," utilizing wave mechanics and complex Hamiltonians to resolve intractable international conflicts. Conventional international relations paradigms rely on static balances of power (deterrence), which accumulate systemic entropy and inevitably lead to catastrophic collapse. By introducing a complex phase (e^(i・θ)) into the off-diagonal elements of a Hamiltonian, we formulate conflict dynamics as continuous eigenvalue problems. Furthermore, we demonstrate that expanding the matrix dimensions through the introduction of multi-channel mediators (e.g., environmental, cultural, and localized networks) triggers a physical "delocalization" of localized conflict energy. This mechanism effectively functions as a fluidic dissipative structure, allowing catastrophic entropy to vent outward and spontaneously establishing a sustainable, dynamic peace. The paper includes numerical verification via Python simulations applied to four contemporary global conflicts: Russia-Ukraine, Israel-Gaza, US-China, and Japan-China relations.
