Memory-Aware AI Systems for Permanent Lunar and Martian Habitation: Institutional Continuity, Crew Rotation, and the Knowledge Persistence Problem
Domain application preprint extending the continuity burden framework from transit missions to permanent extraterrestrial settlement. Introduces institutional continuity burden as a distinct construct: the cumulative cost borne by a settlement when operational knowledge, relational context, and cultural memory must be reconstructed at each crew rotation. Identifies five habitation-specific failure modes of stateless AI: institutional knowledge evaporation, crew transition psychological discontinuity, cross-rotation health tracking gaps, base culture erosion, and ground-control situational awareness degradation. Proposes three architectural extensions to CAMA: group-private memory partitioning (settlement/crew/individual tiers), a three-phase crew transition protocol, and a tiered ground-communication governance framework with emergency override provisions. Draws evidence from ISS crew handovers, Antarctic winter-over psychology, and a U.S. Naval Institute essay on Navy rotational crewing. Paper 2 of 4 in the Applied Persistent Memory Series. Changes in version 3.0 (September 2026) Abstract: recurring crew rotations are no longer described as a six-month requirement, and the U.S. Navy source is described as a U.S. Naval Institute essay rather than as crew data. Section 1: NASA's March 24, 2026 plan is now stated as published: 30 robotic landers from 2027 through 2029, two crewed landings on Artemis IV and V in 2028, crewed landings initially every six months after that, and a lunar base built in three phases over the next decade, with about $20 billion to be spent over the next seven years. The six-month crew rotation is stated as this paper's assumption. Lines about semi-permanent crew presence by 2032 were removed because no cited source supports them. Section 2.1: a quotation attributed to astronaut Jessica Meir could not be verified and was removed. The passage now reports, per CBS News (February 8, 2026), that Crew-11's early return cost a planned five-day handover with Crew-12, and quotes Meir's verified statement. The Navy passage now attributes its argument to retired Captain John Cordle's June 2017 Proceedings essay and quotes it exactly.
