Artificial Intelligence, Community Participation and Sustainable Tourism: A Policy Framework for AI-Enabled Inclusive Destination Governance Vijay R. Sustainable tourism has gained the momentum leading to the economic opportunity, resident well-being, cultural continuity, environmental stewardship, and the legitimacy of destination decisions. Community participation is central because residents experience tourism impacts directly and possess place-based knowledge that is often absent from conventional tourism statistics. At the same time, Artificial Intelligence (AI) is moving into destination management through forecasting, natural-language processing, mobility analytics, translation, recommendation systems, and real-time operational support. This paper examines how AI can strengthen, rather than replace, community participation in sustainable tourism governance. It uses an exploratory, descriptive, and analytical qualitative design based on peer-reviewed literature, policy frameworks, official destination documents, and a comparative examination of Singapore and Varanasi, India. Singapore represents a relatively mature ecosystem in which tourism sustainability, long-term planning, public engagement and technology development are institutionally connected. Varanasi represents an emerging heritage-destination application in which AI, mobility data, wayfinding and crowd-management tools are being developed to address intense visitor pressure. The study identifies seven policy dimensions: AI awareness, digital inclusion, community voice, AI-enabled analytics, local economic empowerment, environmental intelligence and responsible AI governance. It proposes an AI-Enabled Community Participation Framework for Sustainable Tourism (AICPF-ST), in which community observations become structured inputs to destination intelligence, AI supports analysis and communication, public institutions retain decision authority, and communities evaluate outcomes.
